Narrative:
Near miss with light airplane on approach to msp runway 11R. From cedar intersection on bunkr 7 arrival the flight from phx-msp was given direct wayza. Then given visual approach to runway 11R with a 090 degree heading to final. This put us on a ground track slightly south of the runway 11R ILS course. We intercepted ILS GS with A320 approach mode activated autoplt #1 and #2 engaged. Had TCASII TA and amber aircraft symbol appear with approximately minus 300 shown for tgt. Scanned visually and saw light aircraft hook in from left side approximately 300 ft below us and just slightly aft of our wing line. No TA from ATC. I discussed the incident with msp approach control supervisor approximately 15 min after getting on ground. The consensus was that the light aircraft was very slightly out of the class B airspace and was legal to be where he was. In my view, if the class B airspace in msp is designed that way then we should look at a restructuring. To have both aircraft legal in a high capacity arena such as msp is a certain recipe for a mid-air. We need to change the msp approach airspace.

Narrative: NEAR MISS WITH LIGHT AIRPLANE ON APCH TO MSP RWY 11R. FROM CEDAR INTXN ON BUNKR 7 ARR THE FLT FROM PHX-MSP WAS GIVEN DIRECT WAYZA. THEN GIVEN VISUAL APCH TO RWY 11R WITH A 090 DEG HDG TO FINAL. THIS PUT US ON A GND TRACK SLIGHTLY S OF THE RWY 11R ILS COURSE. WE INTERCEPTED ILS GS WITH A320 APCH MODE ACTIVATED AUTOPLT #1 AND #2 ENGAGED. HAD TCASII TA AND AMBER ACFT SYMBOL APPEAR WITH APPROX MINUS 300 SHOWN FOR TGT. SCANNED VISUALLY AND SAW LIGHT ACFT HOOK IN FROM L SIDE APPROX 300 FT BELOW US AND JUST SLIGHTLY AFT OF OUR WING LINE. NO TA FROM ATC. I DISCUSSED THE INCIDENT WITH MSP APCH CTL SUPVR APPROX 15 MIN AFTER GETTING ON GND. THE CONSENSUS WAS THAT THE LIGHT ACFT WAS VERY SLIGHTLY OUT OF THE CLASS B AIRSPACE AND WAS LEGAL TO BE WHERE HE WAS. IN MY VIEW, IF THE CLASS B AIRSPACE IN MSP IS DESIGNED THAT WAY THEN WE SHOULD LOOK AT A RESTRUCTURING. TO HAVE BOTH ACFT LEGAL IN A HIGH CAPACITY ARENA SUCH AS MSP IS A CERTAIN RECIPE FOR A MID-AIR. WE NEED TO CHANGE THE MSP APCH AIRSPACE.
