Narrative:
We are on the qball STAR arrival into stl. Autoplt is on. ZKC gave us a clearance to hold at rackk intersection at 14000 ft. Normal crossing altitude at rackk is 11000 ft. First officer was distracted by holding clearance and neglected to put 14000 ft in altitude alerter per our normal company procedure. Crew engaged in discussing approach into stl, WX and some personal matters when ZKC called and gave clearance to 11000 ft as we were passing 12000 ft. No other aircraft shown on TCASII at the time of altitude deviation. Cause: first officer failure to follow company procedure. Captain failure to verify altitude placed in alerter. Captain allowed to become distracted from flying duties and not catching deviation from normal controller clearance to cross rackk at 11000 ft.
