Narrative:
Descending to 15000 ft on qball arrival into st. Louis, captain flying and copilot speaking on company radio, and getting ATIS. Arrival chart qball depicts crossing qball at 11000 ft. Captain mistakenly continues descent to 11000 ft although only cleared to 15000 ft. ATC questions altitude and mistake is discovered. Altitude warning had not been re-set from 24000 ft to 15000 ft or 11000 ft, so no horn/light warning occurred.
