Narrative:
After leveling at FL310, center cleared us to climb to FL370, then asked us to do it in 4 mins or less. Speed decayed at level off at FL370 until buffet was felt. We required lower and started a descent to FL360 to regain airspeed, no apparent conflict resulted. We were able to gain speed and again climbed to FL370. My allowing speed to decay while trying to meet time constraint was cause of event.
