Narrative:
In sum: coming from san, we were cleared to paige to hold at FL220. Descending below FL240, ZFW asked a flight if he was descending. He replied that he was. Center told us to level off at FL230, which we did. Immediately after leveling at FL230, we received a TCASII advisory followed quickly by a TCASII RA advising us to descend. I was flying, so I disconnected the autoplt and began a descent. The TCASII indicated an aircraft at about 11 O'clock, at FL230, inside 5 mi. The captain spotted the aircraft visually and took control of our aircraft and turned to the right as well as descending. The plane passed on our left at an unknown distance. We descended to about FL226 during the RA and climbed back to our cleared altitude of FL230 after clear of traffic. No further comment from ZFW. Supplemental information from acn 303656: needless to say ATC was also in the middle of this asking other air carrier what altitude he was at and where he was going.

Title: TCASII RA ON ERRANT OTHER ACR FLT DURING A NON ADHERENCE TO ATC CLRNC.
Narrative: IN SUM: COMING FROM SAN, WE WERE CLRED TO PAIGE TO HOLD AT FL220. DSNDING BELOW FL240, ZFW ASKED A FLT IF HE WAS DSNDING. HE REPLIED THAT HE WAS. CTR TOLD US TO LEVEL OFF AT FL230, WHICH WE DID. IMMEDIATELY AFTER LEVELING AT FL230, WE RECEIVED A TCASII ADVISORY FOLLOWED QUICKLY BY A TCASII RA ADVISING US TO DSND. I WAS FLYING, SO I DISCONNECTED THE AUTOPLT AND BEGAN A DSCNT. THE TCASII INDICATED AN ACFT AT ABOUT 11 O'CLOCK, AT FL230, INSIDE 5 MI. THE CAPT SPOTTED THE ACFT VISUALLY AND TOOK CTL OF OUR ACFT AND TURNED TO THE R AS WELL AS DSNDING. THE PLANE PASSED ON OUR L AT AN UNKNOWN DISTANCE.
