Narrative:
Center told us to descend to FL240. I acknowledged and set it in the altitude window. First officer acknowledged but didn't start down. He apparently thought it was a discretionary descent. I got distracted and didn't catch it. Shortly thereafter, center asked us to confirm altitude. We then told him we were starting down.

Title: FO OF AN MLG FAILED TO START DSCNT AFTER ATC ISSUED DSCNT INSTRUCTIONS.
Narrative: CTR TOLD US TO DSND TO FL240. I ACKNOWLEDGED AND SET IT IN THE ALT WINDOW. FO ACKNOWLEDGED BUT DIDN'T START DOWN. HE APPARENTLY THOUGHT IT WAS A DISCRETIONARY DSCNT.
