Narrative:

FAA is allowing the operational acceptable level of traffic to be exceeded each day at ZAU. This exceeds the maximum safe volume of traffic. Procedures to reduce operational acceptable level of traffic to acceptable levels exist (FAA 7210.3) but are not being followed. Callback conversation with reporter revealed the following information: reporter stated the operational acceptable level of traffic is being exceeded on a daily basis. Reporter said ucr's have been filed. Reporter stated FAA answer to ucr's is to cancel FAA handbook 7210.3 chapter 19 because the volume of traffic cannot be reduced. Reporter stated the ATC computers cannot handle the volume of traffic. Reporter stated NTSB held an investigation and said the volumes of traffic should be reduced by flow control.

Title: NON COMPLIANCE WITH FAA HANDBOOK 7210 PT 3 CHAPTER 19. OPERATIONAL ACCEPTABLE LEVEL OF TFC IS BEING EXCEEDED AT ZAU.

Narrative: FAA IS ALLOWING THE OPERATIONAL ACCEPTABLE LEVEL OF TFC TO BE EXCEEDED EACH DAY AT ZAU. THIS EXCEEDS THE MAX SAFE VOLUME OF TFC. PROCS TO REDUCE OPERATIONAL ACCEPTABLE LEVEL OF TFC TO ACCEPTABLE LEVELS EXIST (FAA 7210.3) BUT ARE NOT BEING FOLLOWED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THE OPERATIONAL ACCEPTABLE LEVEL OF TFC IS BEING EXCEEDED ON A DAILY BASIS. RPTR SAID UCR'S HAVE BEEN FILED. RPTR STATED FAA ANSWER TO UCR'S IS TO CANCEL FAA HANDBOOK 7210.3 CHAPTER 19 BECAUSE THE VOLUME OF TFC CANNOT BE REDUCED. RPTR STATED THE ATC COMPUTERS CANNOT HANDLE THE VOLUME OF TFC. RPTR STATED NTSB HELD AN INVESTIGATION AND SAID THE VOLUMES OF TFC SHOULD BE REDUCED BY FLOW CTL.
