Narrative:
Filed IFR flight plan. FSS requested motown 8 departure layne, direct mbs V133 tvc. At around XA30 EDT, listened to ATIS (133.0). Contacted ground control (121.9). IFR det to tvc. Ground control acknowledged and then seemed to have forgotten me. Then ground control came back on 121.9 'everybody listen up and come up on tower 121.3.' contacted tower on 121.3 and requested IFR clearance det-tvc. He then gave me my clearance. I read back clearance, heard 'readback correct.' I then thought he said taxi runway 15. I started to taxi, the controller said to turn right onto ramp and hold, that he had not given me permission to taxi. I apologized. He said no problem, but not to taxi without permission. He then gave me taxi clearance to runway 15. After runup, called and said ready to go, cleared me for takeoff 'without delay, landing traffic.' I do not believe that 1 person can handle ground, give IFR/VFR clrncs, taxi clrncs for incoming and outgoing traffic, and control landing and departing traffic on a VFR day at peak hours in a metropolitan area like det airport in a safe and orderly manner for all parties involved.

HE THEN GAVE ME TAXI CLRNC TO RWY 15. AFTER RUNUP, CALLED AND SAID READY TO GO, CLRED ME FOR TKOF 'WITHOUT DELAY, LNDG TFC.' I DO NOT BELIEVE THAT 1 PERSON CAN HANDLE GND, GIVE IFR/VFR CLRNCS, TAXI CLRNCS FOR INCOMING AND OUTGOING TFC, AND CTL LNDG AND DEPARTING TFC ON A VFR DAY AT PEAK HRS IN A METRO AREA LIKE DET ARPT IN A SAFE AND ORDERLY MANNER FOR ALL PARTIES INVOLVED.
