Narrative:
Uncertain. May have gone too low per FARS on photo flight. No danger to anyone. Callback conversation with reporter revealed the following information: the reporter was flying his c- 182. He had donated a ride to a charity and was flying the winner and a photographer over the winner's home in a sparsely populated area of the sierra foothills. He believes that he may have come closer to a home or two than he should have. He has not heard from the FAA on this matter.
