During leveloff at 3000 ft MSL, #1 engine began to surge (plus or minus 18 percent N1). Captain overshot assigned altitude by 400 ft while regaining control of aircraft. ATC called out traffic 4 mi distant at 4000 ft. Returned aircraft to cgf.
