Title: RETURN LAND IN A B737-300 MANDATED BY A NON ACTIVATED OUTFLOW VALVE. ACFT UNABLE TO PRESSURIZE.
Narrative: WHILE PERFORMING MAINT ON ACFT IN DTW, OUTFLOW VALVE WAS DEACTIVATED FOR SAFETY PROCS WHILE WORKING ON ACFT LAVATORY SYS. OUTFLOW VALVE WAS NOT REACTIVATED.
