Narrative:

I did a 'fly by' for a local high school graduation between 1200 ft MSL and 1500 ft MSL rocked my wings and did a few turns for a total of 6 mins. Somebody with a hand held radio in the village of wappingers falls accused me of buzzing and said they were going to report me! I was in the dutchess air traffic area (pou) working on their frequency (124.00) with their full knowledge. The person with the hand-held radio is a constant pain (eg) asking us to stop doing touch and goes at night when we are trying to get students night current. Dutchess tower are unable to hear the hand-held as the radio signal is not strong enough but aircraft can hear this person. Dutchess tower personnel are aware something has been transmitted by the person but are unable to make out the words. Callback conversation with reporter revealed the following information: reporter stated that he was hoping the person transmitting with a hand-held radio was going to report him to the FAA so that his identify would become known since there has been other incidents of unauthorized xmissions. However, there has not been any reports so that person is still under cover. He stated that his flight was well coordinated with ATC so that there was never a problem with his flyby over the intended graduation area.

Narrative: I DID A 'FLY BY' FOR A LCL HIGH SCHOOL GRADUATION BTWN 1200 FT MSL AND 1500 FT MSL ROCKED MY WINGS AND DID A FEW TURNS FOR A TOTAL OF 6 MINS. SOMEBODY WITH A HAND HELD RADIO IN THE VILLAGE OF WAPPINGERS FALLS ACCUSED ME OF BUZZING AND SAID THEY WERE GOING TO RPT ME! I WAS IN THE DUTCHESS ATA (POU) WORKING ON THEIR FREQ (124.00) WITH THEIR FULL KNOWLEDGE. THE PERSON WITH THE HAND-HELD RADIO IS A CONSTANT PAIN (EG) ASKING US TO STOP DOING TOUCH AND GOES AT NIGHT WHEN WE ARE TRYING TO GET STUDENTS NIGHT CURRENT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT HE WAS HOPING THE PERSON XMITTING WITH A HAND-HELD RADIO WAS GOING TO RPT HIM TO THE FAA SO THAT HIS IDENT WOULD BECOME KNOWN SINCE THERE HAS BEEN OTHER INCIDENTS OF UNAUTH XMISSIONS. HOWEVER, THERE HAS NOT BEEN ANY RPTS SO THAT PERSON IS STILL UNDER COVER. HE STATED THAT HIS FLT WAS WELL COORDINATED WITH ATC SO THAT THERE WAS NEVER A PROB WITH HIS FLYBY OVER THE INTENDED GRADUATION AREA.
