Narrative:
On descent into sby runway 14, a C172 taxied onto the runway. I made a short final call seconds before, notified the captain (PF) that the plane was on the runway and to go around. The captain continued power reduction toward the runway. I again stated to go around and make left traffic. The captain continued over the C172 and landed with the other aircraft on the runway. I feel there was a lack of crew coordination, a safety violation, and reckless endangerment of a FARS 121 aircraft. Strict adherence to the FARS is the only way to maintain a safe flying environment. On taxi in, the pilot asked why landing with another aircraft on the runway was illegal and to show him in the FARS. I am sure this was just antagonistic and further broke down the lines of communication and safety between us.
Original NASA ASRS Text
Title: CAPT OF AN MDT LANDS ACFT OVER THE TOP OF AN SMA SEL SITTING ON THE END OF THE RWY FOR TKOF.
Narrative: ON DSCNT INTO SBY RWY 14, A C172 TAXIED ONTO THE RWY. I MADE A SHORT FINAL CALL SECONDS BEFORE, NOTIFIED THE CAPT (PF) THAT THE PLANE WAS ON THE RWY AND TO GAR. THE CAPT CONTINUED PWR REDUCTION TOWARD THE RWY. I AGAIN STATED TO GAR AND MAKE L TFC. THE CAPT CONTINUED OVER THE C172 AND LANDED WITH THE OTHER ACFT ON THE RWY. I FEEL THERE WAS A LACK OF CREW COORD, A SAFETY VIOLATION, AND RECKLESS ENDANGERMENT OF A FARS 121 ACFT. STRICT ADHERENCE TO THE FARS IS THE ONLY WAY TO MAINTAIN A SAFE FLYING ENVIRONMENT. ON TAXI IN, THE PLT ASKED WHY LNDG WITH ANOTHER ACFT ON THE RWY WAS ILLEGAL AND TO SHOW HIM IN THE FARS. I AM SURE THIS WAS JUST ANTAGONISTIC AND FURTHER BROKE DOWN THE LINES OF COM AND SAFETY BTWN US.
