Narrative:
During takeoff roll in citation V, aircraft directional control was lost briefly at approximately 90 KTS when the aircraft encountered jet blast from military C141 taxiing on a nearby taxiway. Only quick action and skill by the PF the citation prevented a serious accident. Apparently the C141 was stopped on the taxiway, and then began to taxi as the citation passed. The break-away thrust by the C141, jetblast, hit the citation as it was accelerating toward V1 speed. I think some heads-up thinking by syr tower personnel could have prevented this situation from occurring. The incident frightened the passenger in the citation. The citation crew called back to syr tower, and they apologized -- but it could have been a different outcome. Callback conversation with reporter revealed the following information: reporter was informed controller's are trained to be vigilant and inform large jet aircraft to keep power reduced if jet blast will effect smaller aircraft taxiing or taking off behind the large aircraft.

Title: LTT HAD LOSS OF ACFT CTL POSSIBLE LTSS FROM TAXIING MIL C141. POSSIBLE SYS ERROR.
Narrative: DURING TKOF ROLL IN CITATION V, ACFT DIRECTIONAL CTL WAS LOST BRIEFLY AT APPROX 90 KTS WHEN THE ACFT ENCOUNTERED JET BLAST FROM MIL C141 TAXIING ON A NEARBY TXWY. ONLY QUICK ACTION AND SKILL BY THE PF THE CITATION PREVENTED A SERIOUS ACCIDENT. APPARENTLY THE C141 WAS STOPPED ON THE TXWY, AND THEN BEGAN TO TAXI AS THE CITATION PASSED. THE BREAK-AWAY THRUST BY THE C141, JETBLAST, HIT THE CITATION AS IT WAS ACCELERATING TOWARD V1 SPD. I THINK SOME HEADS-UP THINKING BY SYR TWR PERSONNEL COULD HAVE PREVENTED THIS SIT FROM OCCURRING. THE INCIDENT FRIGHTENED THE PAX IN THE CITATION. THE CITATION CREW CALLED BACK TO SYR TWR, AND THEY APOLOGIZED -- BUT IT COULD HAVE BEEN A DIFFERENT OUTCOME. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR WAS INFORMED CTLR'S ARE TRAINED TO BE VIGILANT AND INFORM LARGE JET ACFT TO KEEP PWR REDUCED IF JET BLAST WILL EFFECT SMALLER ACFT TAXIING OR TAKING OFF BEHIND THE LARGE ACFT.
