Narrative:

At XX50Z, txk tower should have advised ZFW of the change in ATIS information. This did not occur. ZFW handles approach controller services for txk. This tower was recently contracted out by the FAA, and the contractor controllers appear to be very lackadaisical about their duty. Most of the time, there is only 1 controller on duty, and they do leave the tower unattended. This is usually not a problem due to light traffic. Callback conversation with reporter revealed the following information: procedures specialist stated txk contract tower has a standard LOA which requires the tower to inform the center of any ATIS changes.
