Narrative:
Vectored to intercept (phx) karlo arrival southeast of bld and cleared to FL230 by departure control. Climbing through 12000 ft departure said maintain 12000 ft for traffic. I reversed climb to descend to 12000 ft and peaked about 12700 ft. At that time we got a TA while departure said turn left. I began the turn but the TA changed to an RA requesting a climb at about 3000 FPM! I again reversed our flight path in response. We passed the other aircraft at about 13000 ft with plenty of lateral separation. The RA ended about 14000 ft and ATC cleared us up to 16000 ft. Callback conversation with reporter revealed the following information: reporter (captain) reported to company. FAA liaison communicated to fleet manager's office that controller failed to take appropriate action fast enough -- she should have issued a bigger heading change, or an altitude hold, sooner. Aircraft (corp or air carrier) crossed altitude at no less than 1 mi, and other aircraft remained level. A supervisor replaced the trainee during the occurrence.

Title: ACR FLC RECEIVED A DELAYED CLRNC FOR A ALT HOLD WHICH WAS FOLLOWED BY A TCASII RA. FLC FOLLOWED THE TCASII COMMAND.
Narrative: VECTORED TO INTERCEPT (PHX) KARLO ARR SE OF BLD AND CLRED TO FL230 BY DEP CTL. CLBING THROUGH 12000 FT DEP SAID MAINTAIN 12000 FT FOR TFC. I REVERSED CLB TO DSND TO 12000 FT AND PEAKED ABOUT 12700 FT. AT THAT TIME WE GOT A TA WHILE DEP SAID TURN L. I BEGAN THE TURN BUT THE TA CHANGED TO AN RA REQUESTING A CLB AT ABOUT 3000 FPM! I AGAIN REVERSED OUR FLT PATH IN RESPONSE. WE PASSED THE OTHER ACFT AT ABOUT 13000 FT WITH PLENTY OF LATERAL SEPARATION. THE RA ENDED ABOUT 14000 FT AND ATC CLRED US UP TO 16000 FT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR (CAPT) RPTED TO COMPANY. FAA LIAISON COMMUNICATED TO FLEET MGR'S OFFICE THAT CTLR FAILED TO TAKE APPROPRIATE ACTION FAST ENOUGH -- SHE SHOULD HAVE ISSUED A BIGGER HDG CHANGE, OR AN ALT HOLD, SOONER. ACFT (CORP OR ACR) CROSSED ALT AT NO LESS THAN 1 MI, AND OTHER ACFT REMAINED LEVEL. A SUPVR REPLACED THE TRAINEE DURING THE OCCURRENCE.
