Narrative:

WX was good VMC with only scattered clouds. Visibility was 10 mi plus. I had no contact with any radar facility, having previously been told I was outside erie approach area. I was squawking VFR in altitude mode. I did not contact buffalo approach as I was heading away from buffalo (I had come in on the dkk 220 degree radial). As I was within gliding distance from dry land in canada, I was making a 1000 FPM descent -- this fast because I was uncomfortable descending through IFR altitude on an airway. However, I was dialing in and taking notes from the hamilton ATIS as I was descending, scanning in between. I did not see any traffic until I saw a wing flash by directly underneath my airplane. Looking left and behind (the aircraft had passed from right to left) I saw it was a piper lance or arrow. He seemed to be climbing probably out of buffalo. I did not see him in time to take evasive action. It looked like the other aircraft possibly might have descended immediately before the near-miss as he was climbing rapidly (excess airspeed?). Factors contributing: the other aircraft was probably hidden for some time under my right wing. Not contacting buffalo approach (only monitoring erie and hamilton). Inside cockpit activity (dialing and writing down ATIS information).

Title: NMAC BTWN 2 SMA VFR ON AN AIRWAY, ONE DSNDING AND THE OTHER CLBING, XING AT AN APPROX 90 DEG ANGLE.
