Narrative:
Our aircraft was cleared to track ewr runway 4R localizer and descend to 3000 ft. Autoplt was on tracking localizer (inbound heading 039 degrees). Approach control advised VFR traffic at 11 O'clock at 3000 ft. TCASII issued TA at same time. Initial TA position was 10 O'clock, 2 mi, 400 ft below us. (-04 annotated on yellow diamond.) I, as first officer and PNF, sighted aircraft within a few seconds, a high wing, light, single engine aircraft. Our aircraft was descending through 3300 ft at this time and captain, PF, began immediate climb. TCASII issued a 'climb, climb' RA almost simultaneously. Our aircraft bottomed at 3200 ft before beginning climb, the other aircraft passed directly under us approximately 300 ft. Other aircraft did not appear to maneuver or react to our aircraft at all. When TCASII reported, 'clear of conflict,' we resumed normal approach and landing. The approach controller did ask us to verify the other aircraft's altitude as 3000 ft which we confirmed.

CTLR ISSUED AN ADVISORY OF THE VFR TFC AT THE SAME TIME THAT THE FLC HAD A TCASII TA AND THEN AN RA, TO WHICH THEY RESPONDED. THE CESSNA PASSED UNDERNEATH THE RPTR, APPROX 300 FT BELOW.
