Narrative:
I filed an IFR flight plan with the st petersburg, fl, flight service station for flight from sarasota, fl, to vero beach, fl. I filed a 'direct' which route would take me over the avon park MOA and restr areas, therefore, during the WX briefing, I specifically asked if avon park was 'hot' and was told that there were no published NOTAMS to that effect. Prior to departure, I was cleared 'as filed' (or direct) and was so vectored by tampa departure control once airborne. Shortly into the flight, tampa assigned a heading requested by ZMA and I was handed off to that facility which informed me that I should maintain this heading to avoid an active portion of avon park by circumnav to the south. I maintained this heading and a subsequent adjustment and was handed off to another ZMA controller on another frequency. The controller vectored me 60 degrees further so and informed me that the MOA had gone 'hot' and that I needed to avoid it. I complied with the request and subsequently canceled IFR and returned to the heading that I had been last assigned to avoid the restr area. I began a descent and continued on that heading until past the restr area and shortly thereafter proceeded to vero beach. Upon landing I was asked to call the tower and then the 'watch desk' at ZMA. They later informed me that I had 'been observed flying through a restr area' and requested a phone number where I could be reached for investigative purposes. I explained the facts of the flight as stated herein to the 'watch desk' officer along with my belief that I did not operate my aircraft in restr airspace.

Title: SMA ENTERS RESTR AREA WITHOUT CLRNC.
Narrative: I FILED AN IFR FLT PLAN WITH THE ST PETERSBURG, FL, FLT SVC STATION FOR FLT FROM SARASOTA, FL, TO VERO BEACH, FL. SHORTLY INTO THE FLT, TAMPA ASSIGNED A HDG REQUESTED BY ZMA AND I WAS HANDED OFF TO THAT FACILITY WHICH INFORMED ME THAT I SHOULD MAINTAIN THIS HDG TO AVOID AN ACTIVE PORTION OF AVON PARK BY CIRCUMNAV TO THE S. I MAINTAINED THIS HDG AND A SUBSEQUENT ADJUSTMENT AND WAS HANDED OFF TO ANOTHER ZMA CTLR ON ANOTHER FREQ. THE CTLR VECTORED ME 60 DEGS FURTHER SO AND INFORMED ME THAT THE MOA HAD GONE 'HOT' AND THAT I NEEDED TO AVOID IT. I COMPLIED WITH THE REQUEST AND SUBSEQUENTLY CANCELED IFR AND RETURNED TO THE HDG THAT I HAD BEEN LAST ASSIGNED TO AVOID THE RESTR AREA. I BEGAN A DSCNT AND CONTINUED ON THAT HDG UNTIL PAST THE RESTR AREA AND SHORTLY THEREAFTER PROCEEDED TO VERO BEACH. UPON LNDG I WAS ASKED TO CALL THE TWR AND THEN THE 'WATCH DESK' AT ZMA. THEY LATER INFORMED ME THAT I HAD 'BEEN OBSERVED FLYING THROUGH A RESTR AREA' AND REQUESTED A PHONE NUMBER WHERE I COULD BE REACHED FOR INVESTIGATIVE PURPOSES. I EXPLAINED THE FACTS OF THE FLT AS STATED HEREIN TO THE 'WATCH DESK' OFFICER ALONG WITH MY BELIEF THAT I DID NOT OPERATE MY ACFT IN RESTR AIRSPACE.
