Narrative:
Small aircraft X called hef tower about 6 mi northwest at local defined reporting point. Instructed to enter left downwind for runway 34L. Couple mins later, cessna 152 called in for landing instructions. Also told to enter left downwind for runway 34L. Spotted the cessna slightly below, and to our right some distance away (1/4 - 1/2 mi). Couldn't make out any detail on cessna. Know it was a C152 because recognized call sign. Traffic (us) was called to the C152 and the C152 pilot complained we had passed him entering the pattern. Local instructed C152 to follow us and that he was #2. The C152 was unaware of our presence, and had not heard our initial call for landing. He seemed to think we should have followed him, which would not have been practical. If we had broken off to the right we would have tangled with another aircraft which was entering same distance back (based on that aircraft's callup and position report).

Title: SMA X HAD CONFLICT WITH C152 WHILE ENTERING TFC PATTERN. SEE AND AVOID CONCEPT.
Narrative: SMA X CALLED HEF TWR ABOUT 6 MI NW AT LCL DEFINED RPTING POINT. INSTRUCTED TO ENTER L DOWNWIND FOR RWY 34L. COUPLE MINS LATER, CESSNA 152 CALLED IN FOR LNDG INSTRUCTIONS. ALSO TOLD TO ENTER L DOWNWIND FOR RWY 34L. SPOTTED THE CESSNA SLIGHTLY BELOW, AND TO OUR R SOME DISTANCE AWAY (1/4 - 1/2 MI). COULDN'T MAKE OUT ANY DETAIL ON CESSNA. KNOW IT WAS A C152 BECAUSE RECOGNIZED CALL SIGN. TFC (US) WAS CALLED TO THE C152 AND THE C152 PLT COMPLAINED WE HAD PASSED HIM ENTERING THE PATTERN. LCL INSTRUCTED C152 TO FOLLOW US AND THAT HE WAS #2. THE C152 WAS UNAWARE OF OUR PRESENCE, AND HAD NOT HEARD OUR INITIAL CALL FOR LNDG. HE SEEMED TO THINK WE SHOULD HAVE FOLLOWED HIM, WHICH WOULD NOT HAVE BEEN PRACTICAL. IF WE HAD BROKEN OFF TO THE R WE WOULD HAVE TANGLED WITH ANOTHER ACFT WHICH WAS ENTERING SAME DISTANCE BACK (BASED ON THAT ACFT'S CALLUP AND POS RPT).
