Narrative:
Missed assigned altitude at doccs (finks 6 arrival to dca). Assigned to cross at 15000 ft but we were still descending through 16500 ft. Captain slow to increase descent rate even though I prompted him in plenty of time. He also missed the turn at doccs (from armel 259 degree radial to linden 206 degree radial) and I was so distracted by the altitude I missed it too. Washington controller gave vectors to correct ground track, didn't mention altitude.

Title: CAPT OF AN LGT FAILED TO MEET A XING ALT RESTR AND TURN ONTO THE SPECIFIED ARR TRACK RESULTING IN ATC'S INTERVENTION TO BRING THEM BACK ON COURSE.
Narrative: MISSED ASSIGNED ALT AT DOCCS (FINKS 6 ARR TO DCA). ASSIGNED TO CROSS AT 15000 FT BUT WE WERE STILL DSNDING THROUGH 16500 FT. CAPT SLOW TO INCREASE DSCNT RATE EVEN THOUGH I PROMPTED HIM IN PLENTY OF TIME. HE ALSO MISSED THE TURN AT DOCCS (FROM ARMEL 259 DEG RADIAL TO LINDEN 206 DEG RADIAL) AND I WAS SO DISTRACTED BY THE ALT I MISSED IT TOO. WASHINGTON CTLR GAVE VECTORS TO CORRECT GND TRACK, DIDN'T MENTION ALT.
