Narrative:
Grumman tiger departed runway 24 at isz. Piper aircraft on 1 mi final. Piper judges that a go around is necessary. Aircraft converge at 1500 ft (700 ft AGL) about 1/4 mi past opposite threshold (runway 6). Piper seems to have missed departure radio call by the grumman. Piper pilot seems highly agitated at this point. This is based on his tone on the radio. Piper pilot also seems at this point preoccupied with getting the 'north' number of the departing (aircraft). Piper pilot again seems to miss CTAF xmissions as per his intentions as per pattern re-entry. Conclusions: piper pilot seems to have been rather elderly based on his 'sound' on the CTAF. Accordingly, he allows himself much greater caution and reaction times when operating in an uncontrolled field. Pilot of the departing aircraft fails to appreciate this, causing the arriving aircraft to 'go around.' this leads to a potentially unsafe breakdown of CTAF communication.

Title: NMAC BTWN 2 SMA SEL OVER DEP END OF RWY AT AN UNCTLED ARPT.
Narrative: GRUMMAN TIGER DEPARTED RWY 24 AT ISZ. PIPER ACFT ON 1 MI FINAL. PIPER JUDGES THAT A GAR IS NECESSARY. ACFT CONVERGE AT 1500 FT (700 FT AGL) ABOUT 1/4 MI PAST OPPOSITE THRESHOLD (RWY 6). PIPER SEEMS TO HAVE MISSED DEP RADIO CALL BY THE GRUMMAN. PIPER PLT SEEMS HIGHLY AGITATED AT THIS POINT. THIS IS BASED ON HIS TONE ON THE RADIO.
