Narrative:
Flight was to bring newly purchased aircraft from california to alaska. Pilot was aware of regulations regarding temporary registration in foreign airspace, but was under impression this was united states customs regulation. Contacted customs in fairbanks and canada, was told, 'we are no longer worried about temporary certificates and are not checking any more.' proceeded on this assumption. Customs agent in northway not in agreement, filed report with FAA. Callback conversation with reporter revealed the following information: reporter states the registration was a temporary issued in fresno. This was the second aircraft he had purchased in the lower 48 and flown to alaska. He has received a letter from the FAA essentially indicating he should not purchase another airplane and bring it to alaska. If he complies they will expunge his file in 2 yrs. He knows this is not a safety issue but it is a major annoyance since he complied with all aspects to get a ruling on the temporary certificate. To be then told that information was wrong was inconceivable.

Title: CUSTOMS FAULTS PLT FOR USING TEMPORARY REGISTRATION CERTIFICATE TO FLY ACFT FROM CALIFORNIA, UNITED STATES, TO ALASKA, UNITED STATES.
Narrative: FLT WAS TO BRING NEWLY PURCHASED ACFT FROM CALIFORNIA TO ALASKA. PLT WAS AWARE OF REGS REGARDING TEMPORARY REGISTRATION IN FOREIGN AIRSPACE, BUT WAS UNDER IMPRESSION THIS WAS UNITED STATES CUSTOMS REG. CONTACTED CUSTOMS IN FAIRBANKS AND CANADA, WAS TOLD, 'WE ARE NO LONGER WORRIED ABOUT TEMPORARY CERTIFICATES AND ARE NOT CHKING ANY MORE.' PROCEEDED ON THIS ASSUMPTION. CUSTOMS AGENT IN NORTHWAY NOT IN AGREEMENT, FILED RPT WITH FAA. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THE REGISTRATION WAS A TEMPORARY ISSUED IN FRESNO. THIS WAS THE SECOND ACFT HE HAD PURCHASED IN THE LOWER 48 AND FLOWN TO ALASKA. HE HAS RECEIVED A LETTER FROM THE FAA ESSENTIALLY INDICATING HE SHOULD NOT PURCHASE ANOTHER AIRPLANE AND BRING IT TO ALASKA. IF HE COMPLIES THEY WILL EXPUNGE HIS FILE IN 2 YRS.
