Narrative:
Aircraft was defueled with passenger aboard and all doors closed. Aircraft was late arriving at gate. Fuel had to be taken off due to maximum landing weight. Operations suspended due to WX. Misunderstanding on my part as to final load and amount of fuel on board. I had the jet bridge pulled with my understanding we could depart as fueled. When the final load was computed fuel had to be taken off. I did not have the jet bridge return to the aircraft.

Title: CAPT OF AN LGT ALLOWED THE ACFT PARKED AT GATE TO BE DEFUELED WITHOUT THE JET BRIDGE IN PLACE FOR PAX DEPLANEMENT IN CASE OF EMER.
Narrative: ACFT WAS DEFUELED WITH PAX ABOARD AND ALL DOORS CLOSED. ACFT WAS LATE ARRIVING AT GATE. FUEL HAD TO BE TAKEN OFF DUE TO MAX LNDG WT. OPS SUSPENDED DUE TO WX. MISUNDERSTANDING ON MY PART AS TO FINAL LOAD AND AMOUNT OF FUEL ON BOARD. I HAD THE JET BRIDGE PULLED WITH MY UNDERSTANDING WE COULD DEPART AS FUELED. WHEN THE FINAL LOAD WAS COMPUTED FUEL HAD TO BE TAKEN OFF. I DID NOT HAVE THE JET BRIDGE RETURN TO THE ACFT.
