Narrative:
Normal cruise, 25 mi east of belaire (117.1), en route from dtw to iad, working ZOB on frequency 125.42, controller shows VFR target, maneuvering in vicinity of our projected flight path, within 500 ft of our altitude. Controller issues us a precautionary turn off course to avoid traffic. This report submitted at request of ZOB. They have had problems with this aircraft for some time, (2-3 yrs?) and apparently know who he is, and/or where he operates from, but for some reason are unable to cause enough 'pressure' to be brought to bear on him to 'keep him out of their airspace.' I feel, as does the controller, that his presence constitutes a nuisance that not only causes increased workload and inconvenience to both controllers and pilots, but also creates distrs that are a threat to safety.

Title: ACR RADAR VECTORED TO AVOID CONFLICT WITH VFR ACFT IN CLASS A AIRSPACE.
Narrative: NORMAL CRUISE, 25 MI E OF BELAIRE (117.1), ENRTE FROM DTW TO IAD, WORKING ZOB ON FREQ 125.42, CTLR SHOWS VFR TARGET, MANEUVERING IN VICINITY OF OUR PROJECTED FLT PATH, WITHIN 500 FT OF OUR ALT. CTLR ISSUES US A PRECAUTIONARY TURN OFF COURSE TO AVOID TFC. THIS RPT SUBMITTED AT REQUEST OF ZOB. THEY HAVE HAD PROBS WITH THIS ACFT FOR SOME TIME, (2-3 YRS?) AND APPARENTLY KNOW WHO HE IS, AND/OR WHERE HE OPERATES FROM, BUT FOR SOME REASON ARE UNABLE TO CAUSE ENOUGH 'PRESSURE' TO BE BROUGHT TO BEAR ON HIM TO 'KEEP HIM OUT OF THEIR AIRSPACE.' I FEEL, AS DOES THE CTLR, THAT HIS PRESENCE CONSTITUTES A NUISANCE THAT NOT ONLY CAUSES INCREASED WORKLOAD AND INCONVENIENCE TO BOTH CTLRS AND PLTS, BUT ALSO CREATES DISTRS THAT ARE A THREAT TO SAFETY.
