Narrative:

I was taxiing to runway 29L and was about to cross an intersection between the 'outer' and inner taxiway and the airline ramp. I first heard a 'propeller' noise to my left, when I looked, it was a brasilia (emb 120) converging from behind and from the left. I locked up the brakes and continued on a collision course. After applying full right rudder I was able to skid off the taxiway to avoid a collision. The brasilia was at a high rate of speed when it crossed in front of me. I first spotted him when he was just behind me, closing from the left. No ATC communication warning either pilot had been sent. The controller said that he was 'sorry' but due to construction, he was unable to see the txwys.

Title: SMA TXWY EXCURSION EVASIVE ACTION TO AVOID COLLISION WITH E120.

Narrative: I WAS TAXIING TO RWY 29L AND WAS ABOUT TO CROSS AN INTXN BTWN THE 'OUTER' AND INNER TXWY AND THE AIRLINE RAMP. AFTER APPLYING FULL R RUDDER I WAS ABLE TO SKID OFF THE TXWY TO AVOID A COLLISION. THE BRASILIA WAS AT A HIGH RATE OF SPD WHEN IT CROSSED IN FRONT OF ME. I FIRST SPOTTED HIM WHEN HE WAS JUST BEHIND ME, CLOSING FROM THE L. NO ATC COM WARNING EITHER PLT HAD BEEN SENT. THE CTLR SAID THAT HE WAS 'SORRY' BUT DUE TO CONSTRUCTION, HE WAS UNABLE TO SEE THE TXWYS.
