Narrative:
Small aircraft landed runway 8. (Just about closing, no traffic.) I asked small aircraft his destination on airport, on his rollout, he advised he wished to depart for ft meade. I advised him runway 26 was available, wind was light and variable. He said that would be fine. I issued a back taxi on the runway for full length departure. I was working on traffic count and closing logs waiting for him to advise he was ready, when I saw him rolling and rotate. No clearance was issued. Field check was in progress, but vehicle was not on or crossing runway 8/26. Cause: I didn't issue position and hold, but I also didn't issue takeoff clearance, only 'runway 26 is available for departure' and 'back taxi on runway for full length.' correction: students need more interaction training at controled fields, especially when they are based at an uncontrolled field. This wouldn't be a bad idea on biennials. Our uncontrolled field pilots do not know: hold lines, read back hold short instructions, what an ATIS is or what it's for. Airspace, VFR (actual minimums), scud runners.
