Narrative:
Aircraft eastbound on milton 8 arrival to lga. The problem arose with a misunderstanding of the clearance by the flight crew. The PNF was working the radios and responded to an ATC request to cross 10 NM west of the fjc for at 11000 ft. The PF understood the clearance to be 10 NM east of the VOR, and understood the PNF readback of the clearance to be 10 NM east. The discrepancy became known to the crew when ATC asked if we would make our crossing restr west of the VOR. A rapid descent rate was immediately initiated to approximately 3500 FPM while the misunderstanding was discussed by the cockpit crew. I recalled the controller saying we were now at the 5 NM DME just immediately prior to the PNF reporting us level at the assigned altitude. No further comment from ATC was made referencing the crossing restr. For a crossing restr, both ATC and the PNF must monitor the aircraft's climb or descent to assure timely compliance of a clearance in the event of a misunderstanding by the PF.

Title: ALT XING RESTR -- ACR CONFUSES 10 E WITH 10 W AND IS TOO HIGH AT THE XING POINT.
Narrative: ACFT EBOUND ON MILTON 8 ARR TO LGA. THE PROB AROSE WITH A MISUNDERSTANDING OF THE CLRNC BY THE FLC. THE PNF WAS WORKING THE RADIOS AND RESPONDED TO AN ATC REQUEST TO CROSS 10 NM W OF THE FJC FOR AT 11000 FT. THE PF UNDERSTOOD THE CLRNC TO BE 10 NM E OF THE VOR, AND UNDERSTOOD THE PNF READBACK OF THE CLRNC TO BE 10 NM E. THE DISCREPANCY BECAME KNOWN TO THE CREW WHEN ATC ASKED IF WE WOULD MAKE OUR XING RESTR W OF THE VOR. A RAPID DSCNT RATE WAS IMMEDIATELY INITIATED TO APPROX 3500 FPM WHILE THE MISUNDERSTANDING WAS DISCUSSED BY THE COCKPIT CREW. I RECALLED THE CTLR SAYING WE WERE NOW AT THE 5 NM DME JUST IMMEDIATELY PRIOR TO THE PNF RPTING US LEVEL AT THE ASSIGNED ALT. NO FURTHER COMMENT FROM ATC WAS MADE REFING THE XING RESTR. FOR A XING RESTR, BOTH ATC AND THE PNF MUST MONITOR THE ACFT'S CLB OR DSCNT TO ASSURE TIMELY COMPLIANCE OF A CLRNC IN THE EVENT OF A MISUNDERSTANDING BY THE PF.
