Narrative:
Van nuys airport ground control cleared me to intersection 13F. I contacted the tower on frequency 120.2 and the tower cleared me to runway 16R and to hold position. As I was waiting for release the controller asked my direction of flight, I responded, I was going to el monte via 101 freeway, he said he would get me a code from the burbank controller. As I was waiting for a transponder code, another aircraft flew overhead. The tower then asked me to continue to taxi on the runway and get off at the next intersection and then continue to taxi to transit and call them on the phone which I did, I was asked if I knew frequency 119.3 was for runway 16R and I answered yes. Then he told me they would process the paperwork through their system. I am writing this letter to comply with regulations. In the past I have used van nuys airport a number of times and have had to use only 1 frequency for both runways. I feel that in this instance and in the future it should be the responsibility of the controller to let the pilots know that they are on the wrong frequency and let them know what frequency to use. I was not informed of the use of another frequency on this day.

Title: UNAUTH UNCOORD RWY ENTRY ON ARPT WITH MULTIPLE RWY OP PARALLEL RWYS.
Narrative: VAN NUYS ARPT GND CTL CLRED ME TO INTXN 13F. I CONTACTED THE TWR ON FREQ 120.2 AND THE TWR CLRED ME TO RWY 16R AND TO HOLD POS. AS I WAS WAITING FOR RELEASE THE CTLR ASKED MY DIRECTION OF FLT, I RESPONDED, I WAS GOING TO EL MONTE VIA 101 FREEWAY, HE SAID HE WOULD GET ME A CODE FROM THE BURBANK CTLR. AS I WAS WAITING FOR A XPONDER CODE, ANOTHER ACFT FLEW OVERHEAD. THE TWR THEN ASKED ME TO CONTINUE TO TAXI ON THE RWY AND GET OFF AT THE NEXT INTXN AND THEN CONTINUE TO TAXI TO TRANSIT AND CALL THEM ON THE PHONE WHICH I DID, I WAS ASKED IF I KNEW FREQ 119.3 WAS FOR RWY 16R AND I ANSWERED YES. THEN HE TOLD ME THEY WOULD PROCESS THE PAPERWORK THROUGH THEIR SYS. I AM WRITING THIS LETTER TO COMPLY WITH REGS. IN THE PAST I HAVE USED VAN NUYS ARPT A NUMBER OF TIMES AND HAVE HAD TO USE ONLY 1 FREQ FOR BOTH RWYS. I FEEL THAT IN THIS INSTANCE AND IN THE FUTURE IT SHOULD BE THE RESPONSIBILITY OF THE CTLR TO LET THE PLTS KNOW THAT THEY ARE ON THE WRONG FREQ AND LET THEM KNOW WHAT FREQ TO USE. I WAS NOT INFORMED OF THE USE OF ANOTHER FREQ ON THIS DAY.
