Narrative:
At PM48 local, we almost had a mid air collision 4 DME northwest vny VOR at 3800 ft MSL. We were descending to 3500 ft, heading 140 degree for a left base to a visual approach runway 8 at bur. We were at 200 KTS, descending through 4000 ft (altimeter 29.87) and received a TA on TCASII, 12 O'clock, 2.5 mi, 1000 ft below us and he was climbing. ATC pointed out the traffic as a pop-up VFR departure off vny that had us in sight. We still had not seen him. We got an RA to climb, the captain (PF) disconnected autoplt and initiated a climb. The RA showed the other aircraft as climbing through our altitude and head- on (approximately 340 degree heading). The PF saw the aircraft and leveled off so as to not climb into the other aircraft's flight path. The learjet passed off our left about 200 ft. Supplemental information from acn 313804: we saw a learjet at 1130 and .5 mi rapidly climbing on a 320 degree heading. I aborted the climb and leveled off at 3800 ft. The lear passed off our left 200 ft horizontally and 200 ft vertically. We inquired about the lear and approach said he was a VFR departure off vny.

Narrative: AT PM48 LCL, WE ALMOST HAD A MID AIR COLLISION 4 DME NW VNY VOR AT 3800 FT MSL. WE WERE DSNDING TO 3500 FT, HDG 140 DEG FOR A L BASE TO A VISUAL APCH RWY 8 AT BUR.
