Narrative:

On descent at about 3500 ft MSL received TCASII and a call from pdx approach to turn left to 180 degrees at same time TCASII 'climb, climb, climb.' first officer and jump seat [occupant] saw aircraft at 100 ft off right side of aircraft. Called duty (TRACON) supervisor on ground. He reported problem with small aircraft in columbia river gorge. When winds pick up, they climb into approach corridor, which is not class C airspace. When problem gets too bad, ZSE shoots down bonvl arrs. Doesn't make sense -- it should be protected airspace.
