Narrative:
Aircraft X, BA31, was inbound to eyw and turned over to eyw tower 2.5 mi from the VOR without prior coordination. I was working local control. X had to follow a C172 and was given those instructions he started complaining about how this wasn't going to work. I asked him when nqx approach had turned him to my frequency. He said just now. He complained on frequency that we were going to have a midair if the FAA and navy did not do something about this airspace. He was too close to the cessna and I had to send him around on south side to enter a downwind. While he was turning downwind he had another near miss with the wedgion Y southeast of the tower. The wedgion had just called me and I had no inbound from nqx on him which they are supposed to do. The pl of the wedgion said he had been talking to nqx and they had just switched him. I was given the task of talking to the pilot and calming him down. I did my job, but I don't feel that management did anything to change the procedure.
