Narrative:
A situation occurred due to a lack of proper communication between controllers and pilots. Also proper pointout procedures were not utilized. Rod low controller working atx X descending inbound to osu airport. Rod low controller made proper pointout to cmh low sector on atx X. Rod low accepted handoff on aircraft Y. The pilot of aircraft checked on frequency deviation to a heading of 210 degrees. A 35 degree left turn from filed route of flight. The controller at the mnn sector in ZOB never made a proper pointout to cmh low. Also, never passed information pertaining to deviation to the rod low sector. Aircraft turned south 3.8 mi and 200 ft vertical separation behind atx X who now was talking to cmh approach. The controller at cmh approach accepted responsibility to separate the 2 aircraft. The standard separation for approach control is 3 mi.

Title: IMPROPER ARTCC INTERFAC COORD ACFT Y UNAUTHORIZED UNCOORDINATED PENETRATION OF AIRSPACE. ATX X HAD CONFLICT WITH ACFT Y. OPDEV.
Narrative: A SITUATION OCCURRED DUE TO A LACK OF PROPER COM BTWN CTLRS AND PLTS. ALSO PROPER POINTOUT PROCS WERE NOT UTILIZED. ROD LOW CTLR WORKING ATX X DSNDING INBOUND TO OSU ARPT. ROD LOW CTLR MADE PROPER POINTOUT TO CMH LOW SECTOR ON ATX X. ROD LOW ACCEPTED HDOF ON ACFT Y. THE PLT OF ACFT CHKED ON FREQ DEV TO A HDG OF 210 DEGS. A 35 DEG L TURN FROM FILED RTE OF FLT. THE CTLR AT THE MNN SECTOR IN ZOB NEVER MADE A PROPER POINTOUT TO CMH LOW. ALSO, NEVER PASSED INFO PERTAINING TO DEV TO THE ROD LOW SECTOR. ACFT TURNED S 3.8 MI AND 200 FT VERT SEPARATION BEHIND ATX X WHO NOW WAS TALKING TO CMH APCH. THE CTLR AT CMH APCH ACCEPTED RESPONSIBILITY TO SEPARATE THE 2 ACFT. THE STANDARD SEPARATION FOR APCH CTL IS 3 MI.
