Narrative:
On climb out from brw en route to scc on IFR clearance, heard an air carrier request VFR descent through our altitude on same airway, opposite direction. They later called us in sight, but it was much later until we had visual on them due to our climbing into rising sun. When we did, they were 12 O'clock, descending through our altitude. We made an evasive right turn to miss them. They made no noticeable change in their flight path. We were TCASII equipped and it helped us find them despite the sun problem. Their VFR descent on an IFR flight plan was not a good idea.

Title: 2 ACR MLGS HAD AN NMAC IN ALASKAN AIRSPACE. 1 ACFT WAS MAKING A VISUAL DSCNT WITH ATC CLRNC, THE RPTING ACFT WAS CLBING OUT UNDER IFR.
Narrative: ON CLBOUT FROM BRW ENRTE TO SCC ON IFR CLRNC, HEARD AN ACR REQUEST VFR DSCNT THROUGH OUR ALT ON SAME AIRWAY, OPPOSITE DIRECTION. THEY LATER CALLED US IN SIGHT, BUT IT WAS MUCH LATER UNTIL WE HAD VISUAL ON THEM DUE TO OUR CLBING INTO RISING SUN. WHEN WE DID, THEY WERE 12 O'CLOCK, DSNDING THROUGH OUR ALT. WE MADE AN EVASIVE R TURN TO MISS THEM. THEY MADE NO NOTICEABLE CHANGE IN THEIR FLT PATH. WE WERE TCASII EQUIPPED AND IT HELPED US FIND THEM DESPITE THE SUN PROBLEM. THEIR VFR DSCNT ON AN IFR FLT PLAN WAS NOT A GOOD IDEA.
