Narrative:
On descent into stl on qball arrival, there was confusion as to whether we were to cross qball intersection at 11000 ft or 15000 ft. Though not depicted on arrival chart, new fuel conservation procedures have lndgs for runways 12 left and right crossing at 15000 ft instead of 11000 ft. We descended to 11000 ft as we thought we were cleared. ZKC queried us as to our altitude, indicating we were cleared to 15000 ft. Arrival chart should encompass these recent changes.
