Narrative:

Both pilots set the wrong MDA bug for NDB 17 circle to land runway 8. Commercial chart MDA CAT was for 780 ft which we set and briefed for the approach. The correct setting was around 1200 ft MSL (1000 ft plus field elevation). This is due to our airline not training for circling approachs. We must do them as a visual approach. Due to the rarity of actual use, both pilots made the same mistake. In this case, it was not a factor as the circle was initiated in VMC conditions at 1500 ft AGL. Here is a case of being right by the book, but wrong by the regulations!

Title: MISREAD PUB CHART. THIS ACR IS RESTR TO VFR MINIMUMS FOR CIRCLING APCHS, BUT THE FLC SET AND BRIEFED CAT D MINIMUMS.

Narrative: BOTH PLTS SET THE WRONG MDA BUG FOR NDB 17 CIRCLE TO LAND RWY 8. COMMERCIAL CHART MDA CAT WAS FOR 780 FT WHICH WE SET AND BRIEFED FOR THE APCH. DUE TO THE RARITY OF ACTUAL USE, BOTH PLTS MADE THE SAME MISTAKE. IN THIS CASE, IT WAS NOT A FACTOR AS THE CIRCLE WAS INITIATED IN VMC CONDITIONS AT 1500 FT AGL. HERE IS A CASE OF BEING RIGHT BY THE BOOK, BUT WRONG BY THE REGS!
