Narrative:
While being vectored for approach for the greer NDB approach for runway 3, upon interception I descended to the MDA. The controller advised I was left of course. ADF indicated I was on course. The controller suggested a re-vector for another approach. I agreed and was cleared back to 2000 ft with a heading change. On the second vector to approach the controller lined us up for the NDB. Upon intercepting the final course I started down to the MDA thinking I was vectored at the NDB. My descent was, as it turned out, premature as I had not passed the marker, but I was thinking of the course as a localizer approach whereby I would descend to MDA so that I could pick up the lights. The controller advised that I was left of course again, but upon breaking out I was to the right of course. Airport lights were picked up approximately 1 1/2 - 2 mi out. No problem with approach or landing in moderate rain and fog. Confusion from indication on ADF being different from controller's indication of position. Controller was very helpful.

Title: ALTDEV ALT XING RESTR DEV FROM CLRNC RTE. PLT ATTEMPTING TO MAKE AN ADF APCH IN WX WAS ADVISED BY THE APCH CTLR THAT HE WAS OFF COURSE AND A GAR WAS SUGGESTED. THE PLT STARTS HIS DSCNT PREMATURELY ON THE SECOND APCH.

MY DSCNT WAS, AS IT TURNED OUT, PREMATURE AS I HAD NOT PASSED THE MARKER, BUT I WAS THINKING OF THE COURSE AS A LOC APCH WHEREBY I WOULD DSND TO MDA SO THAT I COULD PICK UP THE LIGHTS. THE CTLR ADVISED THAT I WAS L OF COURSE AGAIN, BUT UPON BREAKING OUT I WAS TO THE R OF COURSE. ARPT LIGHTS WERE PICKED UP APPROX 1 1/2 - 2 MI OUT. NO PROB WITH APCH OR LNDG IN MODERATE RAIN AND FOG. CONFUSION FROM INDICATION ON ADF BEING DIFFERENT FROM CTLR'S INDICATION OF POS. CTLR WAS VERY HELPFUL.
