Narrative:

Citation X landed runway 04 and turned left on reverse taxiway F. X then stopped between the runway edge line and the runway 'hold short' line. Air carrier Y DC9 lands runway 04 and passes X while on rollout. Air carrier Y DC9 was unable to stop prior to reaching position of X. X was not past the hold line and could not continue to clear the runway due to traffic on the taxiway. This situation should have been an operational error. The local controller should have sent air carrier Y around. As a result the aircraft passed within 50 ft of each other. No action was taken by FAA to correct or address occurrence. If Y was left of the centerline, a collision was unavoidable.

Title: C500 UNABLE TO TAXI CLR OF RWY BEYOND HOLD LINE HAD LTSS FROM ACR Y. SYS ERROR. RWY INCURSION.

Narrative: CITATION X LANDED RWY 04 AND TURNED L ON REVERSE TXWY F. X THEN STOPPED BTWN THE RWY EDGE LINE AND THE RWY 'HOLD SHORT' LINE. ACR Y DC9 LANDS RWY 04 AND PASSES X WHILE ON ROLLOUT. ACR Y DC9 WAS UNABLE TO STOP PRIOR TO REACHING POS OF X. X WAS NOT PAST THE HOLD LINE AND COULD NOT CONTINUE TO CLR THE RWY DUE TO TFC ON THE TXWY. THIS SIT SHOULD HAVE BEEN AN OPERATIONAL ERROR. THE LCL CTLR SHOULD HAVE SENT ACR Y AROUND. AS A RESULT THE ACFT PASSED WITHIN 50 FT OF EACH OTHER. NO ACTION WAS TAKEN BY FAA TO CORRECT OR ADDRESS OCCURRENCE. IF Y WAS L OF THE CTRLINE, A COLLISION WAS UNAVOIDABLE.
