Narrative:
We were talking to harrisburg approach level at 4000 ft. Harrisburg then climbed us to 9000 ft. We put 9000 ft in the alerter. Harrisburg approach then told us that we were supposed to be at 8000 ft. We responded and said 'we understood 9000 ft.' they said 'no, it should be 8000 ft and that will be your final.' the normal altitude along that route is 9000 ft for turboprops and 10000 ft for jets. We descended back down to 8000 ft. No further inquiries about the altitude were made. Supplemental information from acn 313705: coming from reading, PA, to iad we were filed for 15000 ft. On climb out captain and I discussed the fact that climbing all the way up to 15000 ft was not necessary because normally iad approach accepts traffic over robrt intersection at 9000 ft. We received clearance to climb from 4000 ft to 9000 ft (we think).

Title: ALT DEV ALT EXCURSION.
Narrative: WE WERE TALKING TO HARRISBURG APCH LEVEL AT 4000 FT. HARRISBURG THEN CLBED US TO 9000 FT. WE PUT 9000 FT IN THE ALERTER. HARRISBURG APCH THEN TOLD US THAT WE WERE SUPPOSED TO BE AT 8000 FT. WE RESPONDED AND SAID 'WE UNDERSTOOD 9000 FT.' THEY SAID 'NO, IT SHOULD BE 8000 FT AND THAT WILL BE YOUR FINAL.' THE NORMAL ALT ALONG THAT RTE IS 9000 FT FOR TURBOPROPS AND 10000 FT FOR JETS. WE DSNDED BACK DOWN TO 8000 FT. NO FURTHER INQUIRIES ABOUT THE ALT WERE MADE. SUPPLEMENTAL INFO FROM ACN 313705: COMING FROM READING, PA, TO IAD WE WERE FILED FOR 15000 FT. ON CLBOUT CAPT AND I DISCUSSED THE FACT THAT CLBING ALL THE WAY UP TO 15000 FT WAS NOT NECESSARY BECAUSE NORMALLY IAD APCH ACCEPTS TFC OVER ROBRT INTXN AT 9000 FT. WE RECEIVED CLRNC TO CLB FROM 4000 FT TO 9000 FT (WE THINK).
