Narrative:
I was asked to be a safety pilot for an ILS approach to sby runway 32. He did the approach to runway 32, called decision ht 277 ft, and continued down the runway crossing a dash 8 at 200 ft and 25 ft to the right, then did a climbing turn to the east. I did not hear dash 8 call back taxiing on runway 32.
