#1 fuel quantity indicator inoperative. Maintenance fueled #1 tank with a known quantity. After takeoff right wing was heavy. Returned to iah found that #1 tank was not fueled properly. Fuel imbalance.

Narrative: #1 FUEL QUANTITY INDICATOR INOP. MAINT FUELED #1 TANK WITH A KNOWN QUANTITY. AFTER TKOF R WING WAS HVY. RETURNED TO IAH FOUND THAT #1 TANK WAS NOT FUELED PROPERLY. FUEL IMBALANCE.
