Narrative:
Flight hnl to lax arrived at point of descent near galip with planned fuel. Slow speeds requested by ATC on downwind required 22 flaps which resulted very high fuel burn. Base leg occurred at 22 mi. Aircraft in front slowed below assigned speed resulting in our necessity to slow, in final approach confign, outside OM with extremely high fuel flow. 'Minimum fuel' fuel was declared. ATC called for missed approach due to separation. We declared 'emergency low fuel.' next base leg was at 8 mi. Flight arrived at gate with 13.2 fuel.

Title: AN ACR SHUT DOWN WITH LESS THAN MINIMUM FUEL.
Narrative: FLT HNL TO LAX ARRIVED AT POINT OF DSCNT NEAR GALIP WITH PLANNED FUEL. SLOW SPDS REQUESTED BY ATC ON DOWNWIND REQUIRED 22 FLAPS WHICH RESULTED VERY HIGH FUEL BURN. BASE LEG OCCURRED AT 22 MI. ACFT IN FRONT SLOWED BELOW ASSIGNED SPD RESULTING IN OUR NECESSITY TO SLOW, IN FINAL APCH CONFIGN, OUTSIDE OM WITH EXTREMELY HIGH FUEL FLOW.
