Narrative:
We were given a clearance to cross andro intersection at 13000 ft. The captain read back 13000 ft. I thought the clearance was 15000 ft. As we leveled at 15000 ft, we discussed the altitude and attempted to call center and confirm. The frequency was busy and we could not confirm the altitude until past the intersection. When we did, they confirmed 13000 ft. We descended as quickly as possible to 13000 ft.

Title: UNCERTAINTY OVER ALT XING RESTR LED TO 2000 FT HIGH XING.
Narrative: WE WERE GIVEN A CLRNC TO CROSS ANDRO INTXN AT 13000 FT. THE CAPT READ BACK 13000 FT. I THOUGHT THE CLRNC WAS 15000 FT. AS WE LEVELED AT 15000 FT, WE DISCUSSED THE ALT AND ATTEMPTED TO CALL CTR AND CONFIRM. THE FREQ WAS BUSY AND WE COULD NOT CONFIRM THE ALT UNTIL PAST THE INTXN. WHEN WE DID, THEY CONFIRMED 13000 FT. WE DSNDED AS QUICKLY AS POSSIBLE TO 13000 FT.
