Narrative:
While flying at 2000 ft MSL, PA38 suffered a rough engine and made an emergency landing on town line road in town of chataguay, ny. After a check of maintenance records it was found the following were not in maintenance and engine logbooks by the ia and the a&P mechanics, and pilot/owner could and would be responsible for the entries into the logbook, but because I am new to requirements of airplane's maintenance responsibilities, I have relied on the a&P and ia to tell me what checks must be done and when. Now that I have better knowledge of these things, I ask that immunity from enforcement. I also ask that seminars and air worthiness directive circulars be made available to all pilots so that the aviation community of pilots are taught these things from student all the way through CFI and beyond. No airworthiness directive list in maintenance log 91.417, altimeter checks not done, transponder check not done, preventive maintenance not logged, no engine annual made in engine log, airworthiness directive 822708 overdue for PA38, other airworthiness directive not done and entered in logs.

Title: EMER OFF ARPT LNDG PERFORMED WHEN PA38 DEVELOPS A ROUGH ENG. POST FLT INSPECTION REVEALS MAJOR ACFT MAINT DISCREPANCIES.
Narrative: WHILE FLYING AT 2000 FT MSL, PA38 SUFFERED A ROUGH ENG AND MADE AN EMER LNDG ON TOWN LINE ROAD IN TOWN OF CHATAGUAY, NY. AFTER A CHK OF MAINT RECORDS IT WAS FOUND THE FOLLOWING WERE NOT IN MAINT AND ENG LOGBOOKS BY THE IA AND THE A&P MECHS, AND PLT/OWNER COULD AND WOULD BE RESPONSIBLE FOR THE ENTRIES INTO THE LOGBOOK, BUT BECAUSE I AM NEW TO REQUIREMENTS OF AIRPLANE'S MAINT RESPONSIBILITIES, I HAVE RELIED ON THE A&P AND IA TO TELL ME WHAT CHKS MUST BE DONE AND WHEN. NOW THAT I HAVE BETTER KNOWLEDGE OF THESE THINGS, I ASK THAT IMMUNITY FROM ENFORCEMENT.
