Narrative:
On sep/xx/95 I loaded my 3 passenger and their cargo at sdf airport for our trip to fxe. We landed at XA20 and parked at the FBO, the passenger left and my copilot and I continued our planning for the rest of the trip to nassau, grand turk, and to st croix. The FAA's mr. X arrived about 10 mins after our passenger left and wanted to see the airworthiness certificate, registration which I provided and then asked for my weight and balance sheet which I provided him, which was on my flight log. He then said my cargo was not secured by my net and I explained we were in the loading and unloading phase and the net would be secure for takeoff. He then asked who removed the seats and I told him our mechanic and he asked if he had done a 337 form, I said yes it was in the maintenance logs at sdf. He then said there was a complaint out of sdf to cause this inspection. He then asked for a copy of my flight log which I provided him. I told him our departure time would be XD00, if he wanted to inspect things prior to departure he was welcome. He said he would be back and he left. We departed at XD20 and we never saw him prior to departure. He never questioned our fuel but should be noted if he checked the copilot over fueled us and the FBO defueled us by 184 gallons and we have records for that. According to part 135 regulations at no time was I operating outside them in any way and my records show this as the FAA has the log on the weight and balance and is completed for the first leg as required and signed. I have taken all the 337 forms from the maintenance logs and put them in the pilots operating handbook so there isn't any questions to the regulations on weight and balance.

ACCORDING TO PART 135 REGS AT NO TIME WAS I OPERATING OUTSIDE THEM IN ANY WAY AND MY RECORDS SHOW THIS AS THE FAA HAS THE LOG ON THE WT AND BAL AND IS COMPLETED FOR THE FIRST LEG AS REQUIRED AND SIGNED. I HAVE TAKEN ALL THE 337 FORMS FROM THE MAINT LOGS AND PUT THEM IN THE PLTS OPERATING HANDBOOK SO THERE ISN'T ANY QUESTIONS TO THE REGS ON WT AND BAL.
