Narrative:

Takeoff clearance from okc was to climb to 5000 ft MSL heading 010 degrees. FAA inspector on board in aircraft cockpit. After takeoff, clearance amended to climb to 5000 ft, heading 040 degrees, acknowledged by us. Further ATC instructions to climb to 15000 ft, heading 060 degrees, acknowledged by us. First officer flying. While climbing through 3600 ft with heading 060 degrees, ATC issued instruction to maintain 4000 ft. Simultaneously, with our acknowledgement TCASII alert broadcast 'traffic traffic.' supplemental information from acn 317903: flight engineer said 'TCASII says traffic right 10 O'clock slightly high.' TCASII broadcasted 'monitor vertical speed.' first officer leveled aircraft at 4000 ft and spotted traffic slightly above us opposite direction. TCASII indicated traffic passed 500 ft above us.
