Narrative:
FL280 cleared to FL240. Captain flying. We both monitor descent. Altitude alerter went off at 1000 ft above and we both acknowledged. Callouts '500 to go,' '300 to go,' '200 to go,' 'leveling at FL240.' center called with new frequency, I PNF, answered radio call, looked down to dial new frequency, and with head lower made call to new frequency. Felt a heavy pull up, look up at altimeter and saw 23300 ft and climbing, leveled again at FL240. Center called and gave a new frequency and said nothing about altitude. New controller cleared us to FL190 and I responded 'out of FL240 for FL190.' I always watch the PF as we approach altitude. I stop other duties and monitor, that we do level at assigned altitude. I looked away only after we had leveled. Why we then continued descent I do not know. Callback conversation with reporter revealed the following information: reporter stated that he was operating a lockheed jet STAR, 1389, and had not heard from the FAA regarding any action regarding this incident.

Title: FLC OF AN MDT CPR JET FAILED TO LEVEL AT ASSIGNED DSCNT ALT AND OVERSHOT BY 700 FT.
Narrative: FL280 CLRED TO FL240. CAPT FLYING. WE BOTH MONITOR DSCNT. ALT ALERTER WENT OFF AT 1000 FT ABOVE AND WE BOTH ACKNOWLEDGED. CALLOUTS '500 TO GO,' '300 TO GO,' '200 TO GO,' 'LEVELING AT FL240.' CTR CALLED WITH NEW FREQ, I PNF, ANSWERED RADIO CALL, LOOKED DOWN TO DIAL NEW FREQ, AND WITH HEAD LOWER MADE CALL TO NEW FREQ. FELT A HVY PULL UP, LOOK UP AT ALTIMETER AND SAW 23300 FT AND CLBING, LEVELED AGAIN AT FL240. CTR CALLED AND GAVE A NEW FREQ AND SAID NOTHING ABOUT ALT. NEW CTLR CLRED US TO FL190 AND I RESPONDED 'OUT OF FL240 FOR FL190.' I ALWAYS WATCH THE PF AS WE APCH ALT. I STOP OTHER DUTIES AND MONITOR, THAT WE DO LEVEL AT ASSIGNED ALT. I LOOKED AWAY ONLY AFTER WE HAD LEVELED. WHY WE THEN CONTINUED DSCNT I DO NOT KNOW. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT HE WAS OPERATING A LOCKHEED JET STAR, 1389, AND HAD NOT HEARD FROM THE FAA REGARDING ANY ACTION REGARDING THIS INCIDENT.
