Narrative:
During step descent into cleveland on V525 at 14000 ft MSL advised by ZOB (130.9) that a jump plane (sky divers) was 12:30 O'clock, 6 mi at 12000 ft MSL about 2 mins from jumpers away. Traffic later passed 3 O'clock, 2 1/2 mi on TCASII (12000 ft MSL). Observed solid cloud deck below. I questioned center on whether the jumpers were going to jump through the clouds. He said he couldn't answer that. I asked ATC for the full call sign of the jump plane. He said he had to ask supervisor if he could give out that information. At first jump plane used call sign xyz later XXXY. ATC never did give call sign out. Jump plane stated there was a hole under plane. We looked closely and there was none that a plane could go VFR 2000 ft horizontally from any cloud etc. Also it was an airway. Descending into cleveland tops were 6000 ft MSL base 4200 ft MSL. I don't think it's legal to jump through clouds and even if it was, it isn't safe. Somebody could be VFR 500 ft below clouds and hit a sky diver and everybody die. I don't think he could legally get VFR on top and the cloud deck extended at least 100 mi south and many mi north. I think ATC should use the full call sign and surely give it out when asked.

Title: PARACHUTE JUMPING POSSIBLE VIOLATION FAR 105. JUMPING THROUGH CLOUDS.
