Narrative:

While in my back yard located on the south end of D92, I heard a jet aircraft approaching my direction from the airport, not yet visible as it was below the tree line. I turned in that direction to watch the aircraft depart over the runway threshold. To my surprise it appeared over the tree line several hundred ft east of the runway at approximately 200 ft slightly nose high and generating maximum power, judging from the noise the aircraft was making. The aircraft continued to climb and turned west and departed the area. It appears that the jet was performing a low slow fly-by over hangars, parked aircraft, its own maintenance hangar, and the FBO as is often done by air carrier X air crews. I have filed many of these forms since moving to monroe and the one common denominator is the lack of discipline of air carrier X pilots. They all have involved unsafe low level operations of GA equipment, a part 135 operator.

Title: RPTR GND OBSERVER PERCEIVES FLC FLYING LOW UNNECESSARILY.

Narrative: WHILE IN MY BACK YARD LOCATED ON THE S END OF D92, I HEARD A JET ACFT APCHING MY DIRECTION FROM THE ARPT, NOT YET VISIBLE AS IT WAS BELOW THE TREE LINE. I TURNED IN THAT DIRECTION TO WATCH THE ACFT DEPART OVER THE RWY THRESHOLD. TO MY SURPRISE IT APPEARED OVER THE TREE LINE SEVERAL HUNDRED FT E OF THE RWY AT APPROX 200 FT SLIGHTLY NOSE HIGH AND GENERATING MAX PWR, JUDGING FROM THE NOISE THE ACFT WAS MAKING. THE ACFT CONTINUED TO CLB AND TURNED W AND DEPARTED THE AREA. IT APPEARS THAT THE JET WAS PERFORMING A LOW SLOW FLY-BY OVER HANGARS, PARKED ACFT, ITS OWN MAINT HANGAR, AND THE FBO AS IS OFTEN DONE BY ACR X AIR CREWS. I HAVE FILED MANY OF THESE FORMS SINCE MOVING TO MONROE AND THE ONE COMMON DENOMINATOR IS THE LACK OF DISCIPLINE OF ACR X PLTS. THEY ALL HAVE INVOLVED UNSAFE LOW LEVEL OPS OF GA EQUIP, A PART 135 OPERATOR.
