Narrative:
An approach clearance was issued to small aircraft abc. Small aircraft dce responded to the approach clearance utilizing partial call sign 'ce.' the missed readback was not caught and an operational error resulted.

Title: APCH CLRNC GIVEN TO CESSNA ABC, CESSNA DCE TOOK THE CLRNC AND READ BACK ONLY PARTIAL CALL SIGN AND CTLR MISSED THE INCORRECT READBACK. LTSS OCCURRED.
Narrative: AN APCH CLRNC WAS ISSUED TO SMA ABC. SMA DCE RESPONDED TO THE APCH CLRNC UTILIZING PARTIAL CALL SIGN 'CE.' THE MISSED READBACK WAS NOT CAUGHT AND AN OPERATIONAL ERROR RESULTED.
